SILCHAR, Dec 31: As a part of the ‘Rashtra jagaran shivir’, around 1500 RSS volunteers today joined the well coordinated and orchestrated ‘route- march’ this morning. In their traditional way of marching to the accompaniment of a band party of their own, the Swayamsevaks in a most disciplined manner walked from Rangirkhari point in the southern part of the town to the Premtola traffic island where they were joined by the swayamsevaks on route- march from Circuit House to the point of convergence. Mohan Bhagwat, RSS Chief, stood at Premtola in the very heart of this town and watched the route- march in the biting cold with fog around. The route- march was seen by the citizens of this town as it made its way through the main thoroughfares and finally terminated at Narsing Higher Secondary School ground. The participants in the route- march were from the three districts of Cachar, Karimganj and Hailakandi of Barak Valley, Dima Hasao and Tripura. The swamsevaks are being addressed by Mohan Bhagwat and today is the concluding session of the three day camp or shivir.

Transit routes through Bangladesh still a far cry
SILCHAR, Dec 31: Notwithstanding all the talks about the transit routes – rail and road – of North East through Bangladesh, its possibility seems still a far cry, given the present level of official dialogue between the two Countries. It was an important issue on the 64 point agreement signed between the Prime Minister of India, Dr. Manmohan Singh, and his counterpart, Begum Sheikh Hasina, during his two day visit to Dhaka in the early part of September, 2011. But, the treaty on transit routes has remained on paper only in 2012 also. The only positive development on this front has been the agreement on waterways which has become operational. In fact, the comprehensive transit agreement has been stuck up due to the inflexible stand on sharing of Teesta water by Mamata Banerjee, Chief minister of West Bengal.
Apart from the Teesta imbroglio, according to reports from the capital of Bangladesh, modalities on transit routes have also come on the way. These have been examined by the 15 member Core Committee on Transit routed headed by Bangladesh tariff commission Chairman, Dr. Mozibur Rahman, that was constituted in 2010.
Besides bureaucrats, experts from the private sector, research organizations and transport economists are also on the Core Committee. In its report, it has proposed fixed and variable transit charges on the basis of transit distance, quantity of goods and other related aspects practised internationally.
The Core Committee submitted its final report to Prime Minister, Sheikh Hasina, not long ago. Besides deciding the transit charges, it has proposed 5 specific road routes for transit traffic in north-east. The routes are Agartala-Akhaura-Kolkata, Agartala-Akhaura-Chittagong , Silchar-Sutarkandi-Chittagong Port, Silchar-Sutarkandi-Kolkata and Guwahati-Shillong-Sylhet-Chittagong. The report also analyzed concrete idea on volume of transit goods to be carried through Bangladesh from India.
The report said between 4 to 5 million tonnes of cargoes move to and from North-Eastern States of India through Kolkata Port every year. Once the infrastructure facilities are in place for movement of cargoes, these will be diverted to Chittagong Port. But, a note of caution has been given to the fact if annual cargo movement becomes less than the projected level, the transit operation may not be economically viable for Bangladesh. In such a situation, the investment factor has to be given due consideration, it has insisted.
Quite significantly, the Core Committee strongly favoured railway and waterways as the options for carrying the transit traffic instead of roads, considering its poor condition. The road network of Bangladesh suffers from structural weaknesses which is fit for 8.2 tonne trucks only. It recommended expressways on Dhaka-Chittagong Highway, besides upgradation of roads between Sutarkandi and Sylhet among others. As a part of immediate solution, Bangladesh road transporters could provide transshipment facilities from one border to another across Bangladesh.
Given the present scenario, there is no immediate possibility of road transit. This has also been admitted by Finance Minister of Bangladesh, AMA Muhith, who said existing infrastructures cannot take the load of transit. He added to say transit between India and Bangladesh has always been there since 1947 which stood suspended since the Indo-Pak war in 1965. On the other hand, the Hasina Government maintains that it will not sign any transit treaty since such agreement between the two Countries existed since 1947. It is just updating the expansion of the old transit deals and working out modalities. The transit also looks not feasible due to poor banking facilities at border points, a government official in Dhaka said.
However, Bangladesh has agreed to allow the use of Mongla and Chittagong Ports for movement of goods to and from India by road and rail to its 7 North-Eastern States. But the deal is yet to be signed. Nothing concrete has also emerged in respect of reopening of rail routes as both Delhi and Dhaka are yet to decide about the modalities.

The organization demanded stringent punishment of the culprits who were involved in the heinous crime. The “brave girl” breathed her last early yesterday morning at a Hospital in Singapore. She was in a critical condition and had been battling for her life for the last few days.
In a statement released here today in the media, Rajdeep Adhikari, General Secretary, Silchar town committee, AVBP, said that the members of his organization were deeply saddened and distressed by the incident. The students’ body extended its deepest condolences to her family and wished her family to have strength to bear this grievous loss.

Barak Valley International Expo begins
SILCHAR, Dec 29: The 4th Barak Valley International Expo began here at Town Club ground last evening. The fair was jointly inaugurated by Abida Islam, Deputy High Commissioner of Bangladesh, and Kabindra Purkaystha, MP, Silchar. The business men from different Countries have set up their stalls to sell their array of goods.
While speaking at the inaugural function, Abida Islam said that Barak Valley is the gateway for the expansion of trade and business in Asia. She dwelt on the similarities that the people of Bangladesh and Barak Valley have in common. She also recalled the sacrifices done by the people of both Bangaldesh and Barak Valley for their mother tongue, Bengali. In his speech, Kabindra Purkayastha, said that Barak Valley has always maintained good relationship with Bangladesh. He said that the bond between the two Countries will also get strengthened by participating together in the fair. Around 26 stalls from Bangladesh have been opened in the fair.

SILCHAR, Dec 28: Even though the state government committed itself to cover all the villages of Cachar, Karimganj and Hailakandi under rural electrification programme and the target for it expired a decade ago, the prospect of providing electricity to each household in the rural areas looks distant even in the near future. And there is justified apprehension behind it. After the much hyped rural electrification programme fizzled out without making much headway, came the Rajiv Gandhi Gramin Vidyutikaran Yojana (RGGVY) which too is dragging its feet, being caught in controversies for its ways of work and execution.
One such village or hamlet is Hamphong punjee, a part of Lakhicherra, under Kalaincherra post office and in the district of Cachar. The villagers despite their repeated representations to the district authorities on the issue of electrification have not been able to get any reply from them. They have pointed out that the nearby Lakhicherra punjee with a cluster of households has been electrified long ago. But, they have failed to get the electricity and they are not sure when it will be possible.

However, the blockade was withdrawn because of the intervention of Additional Deputy Commissioner Debasish Chakraborty, who assured the agitated residents that the wine shop will be shifted from the area within seven days and till it gets shifted the bar will remain closed.

GOALPARA, Dec 26: The Non-Rabha Co-ordination Committee (NRCC) has demanded amendments to a few sections of the Rabha-Hasong Autonomous Council (RHAC) Act. The committee raised the demand in a press meet that was organized at the District Journalists’ Association office, Goalpara, today.
Addressed by the NRCC leader, advocate Shahjahan Ali and Moulana Moslemuddin, the committee protested the Section 2 and 3 of RHAC Amendment Act 2005 and demanded for their repeal. “The Sections 2, 3 and 6 are the general hindrance for the Non-Rabha people living in the RHAC areas in case of possession of land, property, etc”, remarked Shahjahan Ali.

SILCHAR, Dec 24: Faced with the boulder crisis and its resultant effect on all sorts of civilian constructions works of the State government, the Cachar district contractors’ association, PWD wing, has impressed upon the Deputy Commissioner of Cachar to exercise his good offices with the Divisional Forest officer for issue of forest permits in order to enable them to resume their allotted works. It is to be recalled that following the ban by an order of the Gauhati High Court on the quarrying from river Madhura in the light of a public interest litigation (PIL), procurement of forest materials has been prohibited by the divisional forest officer of Cachar. The ban has been continuing since July, 2010.

SILCHAR, Dec 24: Citizens from all walks of life of the town took out a candle light march here this evening in protest against the gang rape of a 23 year old girl on a bus in New Delhi. After moving through the main thoroughfares of the town, the rally assembled before the office of the Deputy Commissioner where the citizens staged a protest demonstration, condemning the incident, and shouted slogans against the government.
The citizens later submitted a memorandum addressed to the President of India, demanding exemplary punishment of the culprits who were involved in the heinous crime.

Despite growing demand from fliers of Barak Valley and the neighbouring areas for night landing of aircrafts at Silchar airport in view of the increasing volume of passengers and also for provision of more cost effective flights, the decision in this regard has been left at the discretion of Indian Air Force. This has been conveyed to Kabindra Purkayastha, MP, by Ajit Singh, Minister of Civil Aviation, in reply to his letter recently on night landing permission to passenger flights at the airport. The Minister pointed out that the airport belongs to Ministry of Defence and all air traffic facilities including night landing are under their control.

SILCHAR, Dec 21: The Khasi tribal people of village Baikampunji close to the Jalalpur tea estate and in the foot hills of Borail in Cachar have been facing serious problem of connectivity in their areas. The only connecting link to their cluster of villages is Baikampunji-Jalalpur tea estate road. In addition, there is another passage which is used by the residents in winter season that passes through the river bed of Baleshwar. But, with the onset of monsoon and rains, the river becomes full and often flooded. In that eventuality, their movement through this river bed passage becomes not only difficult but also impossible.
In a memorandum to the Deputy Commissioner of Cachar today, the Barak Valley Khasi-Jaintia Welfare Organization, on behalf of the inhabitants of Baikampunji, have drawn his attention to their problem and sought the administrative help for resolution, considering their difficulties.

It was the battle ground of first war of independence of 1857 in north-east region where 26 brave souls of ‘Sepoy Mutiny’ laid down their lives fighting the British forces.
Recounting the heroism and valour of the mutineers, Hussain pointed out despite all the odds, the Indian soldiers when encountered and charged by the British army fought back bravely.

Malegarh - 26 brave souls of ‘Sepoy Mutiny’ laid down their lives

SILCHAR, Dec 19: In a simple but solemn function organized by NGO ‘Patkai Trekkers’ at Latu, 15 km from the border town of Karimganj, today, floral tributes were paid to the 26 brave souls of ‘Sepoy Mutiny’, who laid down their lives fighting the British forces in this non descript village. In fact, Latu or Malegarh was the theatre of first war of independence of 1857 in north-east region. Prof Janmajit Roy in his key-note address before the assembly of district and BSF officials as well as civilians in large number narrated briefly about the significance of Latu which has become famous for the last battle of a contingent of the 34th Native infantry who had mutinied at Chittagong against the British rule and reached here via Sylhet, after looting the armoury.
Recounting the heroism and valour of the soldiers or mutineers, Roy said despite all the odds, they when encountered and charged by the British army fought back valiantly. Though they were put to adverse situation, they could kill Major Bying, the commanding officer of the British force, along with five other soldiers. The fierce battle took place at a hillock called Malegarh.
Unfortunately, 26 of the 200 mutineers were also killed, he pointed out. It was exactly on December 18, 1857, 155 years ago, that the mutineers became martyrs. Along with the Deputy Commissioner of Karimganj, Debeshwar Malakar, SP, Pradip Poojary, BSF 115 Commandant, Rajiv Kumar Dua, MLA, Kamalakha Deb Purkayastha, former MLA, Mission Ranjan Das, convener and members of Patkai Trekkers, Mriganka Kishore Gogoi, journalists, Arup Roy and Mujib Ahmed, and a large number of people paid their respect and homage to the martyrs’ column raised there in memory of the soldiers ‘who laid down their lives for our tomorrow’.
Students of Saraswati Vidya Niketan and Maharshi Vidya Mandir sang patriotic songs befitting the historic and glorious occasion.
Debeshwar Malakar said that he would submit a project report to the State government to develop Latu as a tourist centre and for raising a suitable memorial in honour of the brave heroes. Kamalakha Deb Purkayastha pointed out for preserving the swords and other things of the mutineers, he would explore the possibility of building a museum here. Some villagers possess some of the memorabilia associated with the battle of Latu which they showed to the people.
Patkai Trekkers regretted that the proposal to build suitable memorial at Latu was submitted long ago to the State government but nothing was done in this regard. Quite significantly, women too took up arms and fought gallantly along with their male counterparts and suffered untold miseries. Many of them died in action and many of them were taken prisoners and executed. But, their resistance against the British force for long one month after the Latu episode, notwithstanding the death of their commanders and loss of them, lack of ration, extreme physical and mental exertions and rough terrain, has become a part of the glorious history of India’s freedom struggle.

Silchar-Guwahati alternative route
Positive development on Silchar-Guwahati alternative route
It is a positive development that Ajanta Neog, Minister of PWD, spoke about the alternative connectivity to Barak Valley in the last Assembly session. It is, in fact, an old project cleared by the Centre in 2007 in view of the demand of the 40 lakh people of this region. The road will be on the route of Silchar-Udharband-Harangajao-Turuk-Sangbar-Panimore-Kheni-Jagiroad-Guwahati.
According to a PWD (R) source here, the project which was approved by the Union Ministry of Surface and Road Transport got a sanction of Rs 87.60 lakh in 2009. Quite ironically, PWD (R) division is to submit the detailed project report, as revealed by Ajanta Neog by April next. It is significant that the length of this alternative access will be 285 km only as against the 340 km long NH-44 via Meghalaya.

International symposium on conservation of wetland biodiversity
SILCHAR, Dec 18: India is a megabiodiversity country and north-east, in particular, is a hotspot of biodiversity in the world being gifted with innumerable water resources in the form of wetlands, lakes and rivers with biodiversity of resources in them. It is also a fact that the depleting water bodies and fish resources along with bioresources are a matter of concern. In order to dwell deep into the problem, division of wetlands, fishery science and aquaculture in the Department of Life Science and Bioinformatics under the School of Life Sciences, Assam University, Silchar, organized a 2 day international symposium entitled ‘Frontiers of Wetlands, Fisheries and Aquaculture Research in the New Millennium’ recently. The focus of the symposium was on the present scenario, management and conservation of the wetlands and their bioresources which was deliberated by distinguished scientists in the field from across the country and abroad on a common platform. Lack of a comprehensive plans and programmes with regard to wetlands, in fact, prompted the holding of this international symposium.

SILCHAR, Dec 18: In support of their thirteen point charter of demands, Cachar district units of different trade unions- INTUC, BMS, CITU, AITUC, AICCTU, AIUTUC and TUCC today organized “jail bharo” movement along with other parts of the country. Raising slogans against the Center for its “misgovernance” and “misrule”, hundreds of workers and supporters with placards and banners brought out a rally from Narsingtola ground that moved through the main thoroughfares of the town and assembled before the office of the Deputy Commissioner.
Addressing the assembly, Sushil Chowdhury, president, CITU, Cachar-Hailakandi district committee, described today’s event as “historical” as he said that it was for the first time all the trade unions irrespective of their ideologies came on a same platform to raise their voice against the “injustice” being done by the Centre to the workers. He lashed out at the UPA-led government at the Centre for its “wrong policies” and “mis-governance”.
