Public meetings for panchayat elections to be video recorded
According to the guidelines, the party or candidate should have to take prior order from the local authorities regarding any proposed public meeting. For the rural areas, the candidates should have to inform the neighbouring police outpost or petrol post about the meeting. Moreover, the candidates have to submit the statement of expenditure for two times before the elections and next time after the elections to the treasury officer of the expenditure cell, located in the premises of Dak Bungalow, Silchar.
The State Election Commission, however, earlier issued that the maximum expenditure limit for a candidate contesting for the post of Zila Parishad member has been fixed at Rs 4 lakh. Rs 1 lakh has been fixed as the maximum limit for candidates for the post of Gaon Panchayat president and Anchalik Panchayat member, while for elections to the post of GP member, the maximum expenditure a candidate can incur is Rs 10,000.
In a bid to implement the guidelines of the State Election Commission in the district during the elections, the names and phone numbers of the members of the Cell, constituted to safe guard the model code of conduct, was released during the meeting. The six members’ Cell is headed by IAS officer, Dr Lakkhatan (9435137819). Other members of the Cell includes Amalendu Roy, circle officer, Udharbond, JR Lalsim, circle officer, Sonai, Daritri Suchimang, town settlement officer, Ruthliang, circle officer, Lakhipur and Khaleda Sultana, circle officer, Katigorah. A copy of the model code of conduct was also handed over to the representatives of the political party present at the meeting.
At the outset, Debasish Chakraborty, Additional Deputy Commissioner, dwelt on several provisions of the prescribed code of conduct and said that the violation of any of the provisions of the model code of conduct would be penalized under section 188 of Indian Penal Code. The district administration further urged help and cooperation from all sections of the society to conduct the elections peacefully.
